This volume includes all the appendices of a study that investigated issues and problems in the acquisition process within sixteen federal civil agencies. While the Executive Summary (Volume I, Part A) and the Final Report (Volume I, Part B) describe the study process and results accurately, the researcher believes the most useful products of the study are the verbatim interviewee comments contained in this volume; the comments have been categorized by frequency within 32 major areas and also have been converted by the researcher into specific issues and problems.
