The report contains the proceedings of a conference held to assist agencies to respond to President Carter's request of June 13, 1980 for all agencies with regulatory responsibilities to find areas where market forces can make regulation more cost-effective. It also contains test of address by Alfred E. Kahn, Chairman of President Carter's Council on Wage and Price Stability, entitled 'Regulation and the Imagination,' and summaries of workshops on Marketable Rights; Economic Incentives; Performance Standards; Compliance Reform; Enhanced Competition; Information Disclosure; and Voluntary Standards.
