Regulation: The View from Janesville, Wisconsin and a Regulator's Perspective

A report on how government regulation is viewed by citizens in a small city -- Janesville, Wisconsin -- based on 75 interviews over a 2-month period. The author found that people in business, labor and city government often see little connection between regulatory activities and the social goals they are intended to meet; lawyers, accountants and regulators are judged to be the primary beneficiaries of regulation; regulation has saddled smaller communities with burden of responding to problems that are occurring elsewhere; criticism of regulation frequently is directed at state as well as federal actions; and regulatory agency representatives who deal with local people are accused of transforming the regulatory process into an adversary proceeding.
