Institutional Problems of Water Quality Planning in Urbanizing Areas in the Pacific Northwest

Institutional obstacles (including legal, financial, organizational, inter-governmental, political, and social aspects) revealed in the 208 program water quality planning process of 12 Pacific Northwest urbanizing areas are analyzed to assess their impact on planning. Attention is focused on the identification and analysis of institutional obstacles related to wastewater management, urban stormwater runoff, and agricultural runoff.
