The federal government, through the Bureau of Community Health Services and the National Institute of Mental Health, initiated a program to encourage the integration of health and mental health services in 1978. The purpose of the initiative was to demonstrate the provision of more comprehensive health care, particularly to previously underserved population groups. The formation of linkages between Primary Health Care Projects (PHCP) and Community Mental Health Centers (CMHC), the Bureau of Community Health Services (BCHS) attempted to assure that mental health services would be provided to PHCP patients. The primary purpose of this study was to conduct a preliminary assessment of the linkage initiative. Three major tasks were conducted: a literature review on interorganization relationships, focussing on health and mental health linkages; a questionnaire survey of all operational linkage sites funded in FY 1978, and site visits to a small number of sites to supplement the survey results.
