Performance Standards for Protection and Advocacy Systems for the Developmentally Disabled (Volume II)

Under amendments to Developmental Disabilities Services and Facilities Construction Act of 1970, and the Mental Retardation Facilities and Community Health Centers Construction Act of 1963, states were required to have in effect by October 1, 1977 a system to protect and advocate for the rights of persons with developmental disabilities. Chapter I describes the methodology and design specifications used in the development of the P&A performance standards through the examination of performance standards characteristics, the presentation of the methods used to identify, review, screen, and adapt existing performance standards, the strategy for the development of new performance standards, and the way in which the existing performance standards and the new performance standards were integrated into a cohesive set of P&A standards. Chapter II, presents the Performance Standards Review Process, and Chapter III, a User's Manual.
