In September 1979, as part of a wide-ranging review of water resources planning programs and procedures, the Water Resources Council established the Comprehensive Task Force. The Task Force was asked to recommend, no later than January 1980, improvements in the comprehensive (Level B) regional water resources studies program. The report discusses these improvements.
