A Review of the Single Family Housing Loan Program in Meeting and Servicing the Needs of the Ill-Housed Population of Rural America

The Farmers Home Administration, an agency of the US Department of Agriculture, has as one of its missions the responsibility to provide safe, decent, and sanitary housing for the ill-housed population of rural America. The Agency has the authority to provide loans and grants to those eligible persons in rural America who cannot provide these necessities by conventional credit means. This study was designed to assess the factors which account for a borrower being designated delinquent and the resulting discrepancies in delinquency records; the rate of graduation to other sources of credit and reasons for non-graduation; and the degree of emphasis on outreach and targeting efforts.
