Fiscal Impact Analysis for State and Local Government

The bibliography of 34 citations introduces the topic of fiscal impact analysis and its powerful role in local land use decisions. Drawn from the HUD USER data base, the bibliography makes available to local government officials, administrators, planners, and analysts a group of reports on how to calculate and apply information necessary to estimate the financial costs and revenues associated with growth and development issues. The bibliography also contains instructional and other research material to assist a State or local jurisdiction in conducting a fiscal impact study. Analytical approaches include use of manual systems as well as computer models. One study examines the fiscal concerns and other issues facing cities, metropolitan areas, and regions with substantial net outmigration. In addition, for the first time in this State and local government series, practitioner-produced studies have been included to provide examples of real-world applications of fiscal research. Among these studies are cost-revenue analyses of proposed annexations, redevelopments, capital improvement programs and public investment policies. The annotations are arranged alphabetically by title and date from 1972 through 1979. Lists of personal authors corporate authors are supplied.
