Participation Under Alternative Housing Allowance Programs: Evidence from the Housing Allowance Demand Experiment

The report analyzes program participation in the various forms of housing allowance programs tested in the Housing Allowance Demand Experiment. The Demand Experiment tested three major types of housing allowance programs--Housing Gap, Unconstrained, and Percent of Rent--involving about 1,200 Experimental households and 500 Control households in Allegheny County, PA., and Maricopa County, AZ., during 1973-77.
