Providing Capital to Small Businesses: An Evaluation of State Development Incentives

The study explains how a state government can make creative use of industrial revenue bonds to finance small, not large enterprises and how to do so in ways that meet the legitimate concerns of federal policy-makers who properly see the current misuse of federally tax-exempt state bonds as an unnecessary drain on the Treasury.
