The Administrative Feasibility of a Mandatory Program for Residential Energy Conservation

This report is one of four Urban Institute reports evaluating the feasibility of a mandatory program which requires that residential dwellings meet an energy standard at the time the properties are sold or exchanged. It covers the feasibility and cost of various administrative options which might be implemented to carry out such a mandatory program nationwide.
