This working paper, using data from the Continuous Longitudinal Manpower Survey (CLMS) and other sources, is a further methodological exploration of approaches to estimating postprogram net impacts of Comprehensive Employment and Training (CETA) programs on participants earnings. Building on the first working paper (PB80-146632), it explores two additional approaches for selecting a comparison group and several other methodological problems. While further estimates of impact are presented, the study cautions that they are highly tentative because of data limitations and still unresolved methodological issues. The estimates are noteworthy for the general patterns they indicate rather than as reliable estimates. Efforts will be made to develop more reliable estimates for FY 1976 entrants, using refinements indicated in the paper.
