Development Financing in Eligible and Distressed Areas

摘要

The intent of this report is to examine the prospects of EDA's Development Finance Program to accomplish its stated goals given the resources and tools provided under pending legislation. The project concerns itself with the following principal issues: (1) The problem of processing $1.8 billion in loan guarantee authority without substituting for credit available elsewhere; (2) An allocation formula sensitive to different and changing credit needs of eligible areas; (3) Effective use of grants and interest rate subsidies to improve the investment climate in distinctly different designated areas.
