Private Supplementary Income Programs: A Workable Supplement to Unemployment Insurance (UI)

The objective of this study is to examine the funding and benefit provisions of the major supplementary unemployment benefit (SUB) plans as negotiated in the auto, steel, aluminum, can, agricultural implement, rubber and cement industries. The major forces which shaped the provisions of these plans are tracked and suggestions are made for the success of SUBs in some industries but not in others. A range of plans which provide benefits through individual worker accounts are summarized. Funding and benefit provisions of privately negotiated layoff plans were obtained by examining successive labor agreements between unions and employers. Operating experience data are from files of cooperating firms and unions.
