This Final Environmental Impact Statement/Environmental Impact Report contains responses to public comment and any resultant revisions and additions to the Draft EIS/EIR issued on June 6, 1980. Comments received during the public review period, including those submitted at a public hearing are reported together with responses. A proposed program has been selected to serve the City of Los Angeles, Los Angeles County Sanitation Districts, and Orange County Sanitation Districts.
