These proposal evaluation guidelines for the solicitation of alternative system design concepts for the Health Care Information System (HCIS) have been developed in accordance with the Health Care Information System Project Plan and Schedule. They consist of checklists that can be used by the Veterans Administration Program Manager to evaluate HCIS contractor proposals and determine HCIS project status.
