State Science Engineering and Technology Program: Designing Science and Technology Fellowships for the New York State Senate

A study designed to assess the need for an institutionalized science resource for the New York State Senate, together with a mechanism to implement such a program, was undertaken. Consultants were commissioned to determine whether the present lack of an institutionalized mechanism contributes to shortcomings in legislation, and to investigate difficulties involved in creating an effective science and technology (S & T) mechanism with respect to staffing problems. Discontinuities between scientific and political viewpoints were examined.
