Differentials in Agency Power: Determining Innovative Capability in Water Resources Agencies

Various internal agency characteristics and external environmental variables were examined that influence the capacity of an agency to take on new responsibilities, obtain increased appropriations/personnel, and establish a predominance within the agency's area of operation. By carrying out a detailed historical analysis of seven Federal agencies, six variables were isolated that impact on an agency's ability to innovate. Relative measures of agency appropriations, work force size and perceived status rankings were established through a cross-validation of the historical data, and an agency innovation model was developed.
