The Impact of Federal Fiscal Policies on Urban Economic Development

The bulletin explores the impacts of federal fiscal policy on urban economic development patterns. In Chapter I, the author discusses how federal tax and procurement practices structure private-sector investment and production opportunities for urban areas, as well as influence the movement of capital between regions. Chapter II addresses the implications of federal tax policy for urban economies, particularly the conflict between incentives for new capital investment in older facilities which are raised throughout the tax code. In Chapter III the author examines the impact of federal spending practices on urban economies. It is maintained that federal spending patterns affect regions and thus population and job distributions. Chapter IV and V discuss recent research on the impacts of federal tax and spending policies and consider future research requirements. Chapter VI provides research and information resources.
