The report is the last in a series of six descriptive analyses of the Competency-Based High School Diploma (CBHSD) program for CETA clients, conducted by the University of Texas (UT) from 1977-80. The first addendum is a discussion of the structural and programmatic elements of the sixth site, Austin. Unlike the other five sites, it was separate from the UT project staff of the DOL grant, operating instead through a contracted agreement between SER-Jobs for Progress, Inc., and CETA. Austin produced CBHSD/CETA graduates after the first NFIE report on the pilot project had been submitted (March 1979). The second adjustment is the synthesis of findings from (1) all final reports of the pilot project, and (2) a selective review of the literature conducted in August 1980. Issues include: (1) Vocational English as a Second Language (VESL) materials for adults, (2) CETA-Education collaboration, and (3) a comparison of CBHSD and the General Equivalency Development (GED).
