The conference was designed to promote the timely and useful exchange of information about innovative and exemplary approaches to coordinating human services at the local level. It has served as a first step toward strengthening communication linkages and intergovernmental relations among existing networks used by local general purpose government officials, public and private human service administrators, planners and coordinating councils, national public interest groups, and state, regional, and federal staff.
