A Foreign Availability Assessment Program for the Semiconductor, Electronic Components and Instrumentation Industries

The report reviews the sections of the Export Administration Act of 1979 relating to the foreign availability of technology and technological products. The industries examined are the Semiconductor, Electronic Components and Instrumentation Industries. The report then summarizes the needs of potential users of foreign availability information, likely sources of that information, and then presents a procedure for sorting and correlating different pieces of data for OEA's data files. Specific user needs, and differing perceptions of foreign availability are described in the context of seven specific export control cases. It is concluded that no general data categories can satisfy the disparity of user needs. The report next provides a lengthy review of possible data sources, concluding that none have data worth extracting. Finally, the report discusses the organizational and contractor support requirements for establishing a foreign availability assessment program, and lays out a schedule for its implementation.
