The report presents an overview of the process of capital formation in the United States economy. The slow rate of capital formation in the 1970's was a major contributor to the serious economic problems experienced during the past decade. This report describes how capital formation occurs, the many different aspects of the process, and why it is such an important national economic issue. It presents an analytical framework which is useful in pinpointing where problems can arise. It describes the potential effects of current Federal programs, activities, and policies on the rate of capital formation.
