Federal Housing Administration (FHA) Multifamily Financial Failure: Strategies for Analysis

This paper is divided into four sections, beginning with a description of the financial data regularly submitted by FHA - insured multifamily projects. A review of fundamental concepts of financial analysis, and a summary of information and assumptions necessary to generate estimates of financial data at the underwriting stage, are included. Part two describes a variety of methods for using the available data to classify projects on the basis of the likelihood of failure. These techniques, some of which are currently in use at HUD, make it possible to design remedies.
