Bargaining Structure in Construction: Problems and Prospects

The authors examine and assess attempts to alter the construction industry's structure. The industry's fractured, decentralized bargaining structure has been viewed as a major source of labor problems. These reform attempts were investigated primarily through interviews with union and management representatives, scholars, government officials and major purchasers of construction.
