摘要

In July of 1978, NIOSH commented on the proposed rules for Title 30 Code of Federal Regulations (CFR) Parts 11,70,75, and 90, primarily related to underground coal mine respirable dust. Since that time NIOSH has discussed with the Mine Safety and Health Administration (MSHA) areas of concern that require further evaluation. Several of the issues in that rulemaking process are also relevant to the present proposed rules for Parts 71 and 90 that were published April 8, 1980. NIOSH is reaffirming its position on these issues (numbers 4, 5, and 6 listed below) and to address new issues that also related to miner health protection (numbers 1, 2, and 3). The issues are: Sampling Strategy and Dust Control, Transfer Rights, Miner Participation, Definition of Respirable Dust, Personal Sampling, and Silica Standard.
