Regional Housing Mobility Programs: A Guidebook for the Promotion of Housing Opportunities

This guidebook examines obstacles which limit housing mobility choices for low - income and minority persons and analyzes the Section 8 Existing Program and other activities which can be used to promote regional housing mobility. It identifies criteria that should be applied in selecting suburban and other areas for deconcentration efforts: less than areawide percentage of minority and low - income families; adequate rental units, vacancy rates, and number of cooperating landlords; local governmental cooperation; and accessible services. Tenant, landlord, and housing market obstacles to mobility are explored, with attention to the limitations of the Section 8 Existing Program. Possible strategies to overcome these obstacles are suggested. The next sections discuss the development of appropriate objectives in promoting regional housing mobility and then describe existing programs and designs for new approaches, including promotion of a regional Section 8 Program, support services to benefit homeseekers, identifying families interested in mobility moves, and a regional guide to federally assisted and privately owned low - cost housing. A review of long - range solutions to insufficient housing stock considers better utilization of existing housing, increasing the accessibility of available housing to low - income and moderate - income families, and increasing the housing stock through new construction. Major public and private funding sources for a housing mobility project are listed. A checklist to evaluate progress in a mobility project and footnotes are supplied. The appendices contain 26 references, tables, and examples of enabling legislation relating to mobility programs.
