Demonstration of the Organizational Management Improvement of Rural County Public Works Administration

A method is proposed for identifying significant public works management programs in counties that are faced with growth impact from nearby counties. Key problems that are associated with rural public administration are examined and suggestions for dealing with these problems are offered. Questionnaires sent to appointed and elected officials in Columbia County, Georgia, are provided. These questionnaires were found to be sufficient instruments for determining perceived management needs. It is suggested that the day-to-day-administration of public works by part-time elected officials should cease. Instead, the more important task of these officials should be resolution of broad policy issues.
