Youth Knowledge Development Report, Research on Youth Employment and Employability Development. Employment and Training Programs for Youth: What Works Best for Whom

The literature review and synthesis are organized around responses to the problem: how can scarce resources best be used to increase the employment and improve the employability of youth with diverse needs and skills. The answers are seldom definitive. This volume attempts to identify findings and to suggest proper directions for future research efforts. This review includes an examination of criteria for program evaluation, outreach and assessment activities, subsidized employment programs, classroom and on-the-job training, counseling, and supportive service programs and placement programs. The review is largely restricted to knowledge generated before the passage of Youth Employment and Demonstration Projects Act.
