This analysis was prepared as a background documentation for the Vice President's Task Force on Youth Employment (1980). It attempts to present under one cover the various data that can be gleaned from Youth Employment and Demonstration Projects Act's knowledge development initiatives. The aim of this volume is to synthesize theory and practical lessons into a foundation for legislation. The document also provides a comprehensive rationale for the development of the proposed Youth Act of 1980. As such, it suggests directions for future initiatives in the youth employment and training fields.
