A class of models for the siting of single-level and multi-level locational systems is developed. The models presented are based on characterizations of common public sector planning situations which are frequently encountered in the analysis of emergency medical service (EMS) systems. Of particular interest are the ways in which locational goals are identified, articulated, and manipulated within the planning process. Moreover, the coordination of these goals between levels of a service hierarchy is an issue which demands special attention. The planning techniques developed are called the goal-oriented location covering (GLC) model and multilevel goal-oriented location covering (MGLC) model. These programs are so-named because they explicitly characterize the process of locational adjustment in terms of goal-directed behaviors. Several versions of these models are applied within an EMS planning context and the virtues of this approach to location analysis are demonstrated.
