Social Consequences of Housing Rehabilitation

The process and consequences of housing rehabilitation and improvement in central city neighborhoods were studied. Tentative conclusions are that certain neighborhood areas provide more stimulus to housing repair activity. Transient areas with absentee landlords and areas with significant environmental problems and noncompatible land uses may not experience housing repair regardless of the kind of people living there. There are probably two types of persons who invest in housing improvements - homeowners with families, and high status newcomers without the usual ties to the neighborhood. Residents of all types who have invested in home repairs join organizations aimed at protecting that investment, maintaining that investment, and to make further neighborhood-wide improvements. This appears to be crucial in providing the basis for neighborhood rather than housing only renewal.
