Water Conservation under Conditions of Extreme Scarcity: The U.S. Virgin Islands

A plan for the optimal development of the limited water resources of St. Thomas, United States Virgin Islands was developed utilizing information from three sources. The three sources consisted of an analysis of the existing political and socioeconomic system, a complete review of literature relating to the resources, culture and history of St. Thomas and other similar communities, and an attitude survey.
