Part I of the FY1980 White Paper compares and analyzes the strength, potential and special features of the advanced countries and their relative positions in the fields of science and technology. It also deals with policy measures and strategies adopted by the major advanced countries for promoting science and technology. Parts II and III summarize trends in activities of science and technology, and policy measures taken by the Japanese Government.
