Minority Business Development Agency Task Force Report on The Impact of Enterprise Zones on Small and Minority Business

The purpose of this report is to investigate the provisions of various Enterprise Zone proposals and determine the effect on small and minority businesses. The method employed by the four member task force was field research. Sixteen urban areas in the United States and Puerto Rico were visited. Interviews were conducted with a variety of state and local officials, business and professional associations, and minority and non-minority business persons. The investigations found that Enterprise Zones as described in proposed Federal legislation do not provide adequate incentives for small and minority businesses. Specifically, Zone proposals were seen by the interviewees as comprehensive urban development mechanisms which do not possess adequate incentives for neither entrepreneurs nor financiers, and place undesirable labor cost burdens on small Zone businesses.
