Urban Economic Development Strategies: Improving Economic and Fiscal Performance

摘要

The paper examines the economic and fiscal performance of cities of over 100,000 population and selected policy initiatives available to the Federal Government to reverse current trends in urban decline. The report suggests that economic development objectives for urban areas should stress a balance between population change, employment increases, equitable distribution of income and a reduction in fiscal distress. It concludes that cities suffering from economic distress are not necessarily the same as those suffering from fiscal distress; therefore, Federal economic development strategies should make a distinction so that effective programs can be designed to counter urban decline.
