摘要

The City of Kingston was awarded a grant under the Coastal Energy Impact Program (CEIP) to study the feasibility of relocating and/or consolidating the existing oil facilities in order to increase public access to the shoreline and ameliorate adverse environmental impacts while increasing economic development potential. The following report analyzes the existing oil storage functions and site, establishes design and location criteria for new facilities, evaluates alternate sites and development concepts, projects costs and financing programs, compares relative costs and benefits, assesses environmental impacts, and recommends the plan considered more feasible.
