Minority Business Enterprise Development in the 1980's

The purpose of this report is to determine (1) the effects of reduced federal intervention and 'supply-side' economic policies on MBEs, (2) the compatibility of current MBE development efforts with those economic policies, and (3) to develop programs more responsive and in coordination with the new federalism. The methodology was to (1) interview fifty high growth MBEs, (2) interview experts in the MBE development field, and (3) do a literature search.
