Case Studies of Issues Concerning Public Service Employment with State and Local Civil Service Structures

The study examines the role of state and local civil service systems in the Public Service Employment (PSE) program. Ten case studies reflect the status of PSE during the period of 9/80 - 1/81. Findings show competing national, state and local objectives. The case studies show how local civil service systems respond to the challenge of helping local jurisdictions implement a program of multiple and often conflicting goals. The issues of job restructuring, entry into local personnel systems, union involvement, training and participant benefits are examined. The study draws conclusions and suggests additional research questions.
