Measurement System for the Analysis of Administrative Effects

The paper concerns the study of the effect of the monthly reporting system on the costs and organizational systems necessary to administer the AFDC program at the local level. More specifically, the report documents the work-measurement system and data instruments to be used in estimating administrative costs in each of the participating States. The documentation is intended both as a record of the actual measurement systems used and as a primary reference source for subsequent analyses reports of the topic. Throughout the present discussion, particular emphasis is given to cross-State measurement design differences which may affect the study results.
