Technology Transfer Involving Capital Expenditure Planning and Capital Project Management for the City of Waycross, Georgia

Results are presented of a project undertaken to apply a capital budget planning technique to several proposed capital expenditure projects in Waycross, Georgia, and to develop a financial management and control procedure for the city manager. By comparing cash outflows for construction, equipment, and operating costs with the cash inflows from any one or a combination of several funding options, including debt-financing, grants, and tax revenues, it was possible to determine the fiscal needs of a variety of capital projects with assorted funding requirements. An addendum is attached which describes the procedure used to install the tracking system for the city manager. Four examples of capital expenditure projects are supplied.
