Assessment of the Metropolitan Capacity Building Demonstration Program, Volume 1.

The Economic Development Administration instituted the Metropolitan Capacity Building Demonstration Program (METRO) under the authority of Section 302(a) of the Public Works and Economic Development Act of 1965, to test the potential role for regional planning agencies in metropolitan economic development planning. Of particular interest under the program were agency roles in: formulating and implementing regional economic development strategies, with a special view to addressing central city and suburban economic distress; and addressing five objectives EDA associates with successful economic development planning; targeting assistance to distressed areas of groups in the central city(ies) of older suburbs; encouraging intergovernmental cooperation; integrating economic development with other functional program areas; involving the private sector in the planning and implementation process; and encouraging participation, in the planning and implementation process.
