Science and Technology Policy Options for the State of Hawaii

A study was undertaken by Hawaii's Center for Science Policy and Technology Assessment to examine the implications of selected strategies, tools, and techniques that might be utilized in the formulation of policy management options in issue areas with significant scientific and technological components. The Center used the functional areas of manganese nodule mining, aquaculture, ocean systems, natural resources systems, and alternate energy development to: (1) define management options; (2) develop policy content options; (3) coordinate public and private agencies and organizations; and (4) mobilize scientific engineering, and technical resources. This report concerns the Center's activities from 1971 through 1978, and includes information about reports issued under the Center's projects during the grant period, 1976 to 1978. The report also describes changes that evolved during the seven year period covering the Center's various approaches in addressing policy issues, and provides conclusions regarding the variety of strategies and techniques employed in the formulation of policy management options.
