Study of the Factors Affecting the Safety of Arctic Pipelines

摘要

This report provides a detailed assessment of current practices employed in the design, construction, testing, inspection, operation, and maintenance of arctic pipelines which provide for safety to the public and protection of the environment. Existing research project pertaining to arctic pipelining problems are summarized. Hazards to pipelines that are unique to or accentuated by the arctic conditions are reviewed. A comparison is made between existing Canadian and U.S. regulations as they apply to arctic gas pipelines. The results of the study provide a basis for considering revisions to U.S. regulations for gas and liquid pipelines that may be applicable in arctic and subarctic areas. Recommendations are made for further research that is needed to enhance arctic pipeline safety.
