This evaluation manual is designed for use in mental health programs and projects which seek to serve a particular ethnic group. It is based on the premise that the mental health needs of such groups are unique and that programs ought to be specially designed to serve ethnic communities. The manual is intended as a supplement to existing monitoring and accountability systems and is designed to provide local programs and their city, state and Federal monitors with insight into the ethnically-oriented aspects of the programs.
