The report presents a summary of the study findings and a set of recommendations for further development and implementation of Head Start Performance indicator for parent impact and satisfaction. The study was conducted in three phases: an exploratory evaluation; the development and testing of three versions of a parent survey; and an analysis of findings from the pilot test.
