The purpose of the Deepwater Port Alternatives for New Jersey study was to evaluate the economic and environmental feasibility of a deepdraft marine crude oil unloading terminal to serve the ten refineries in New Jersey and adjacent states - the two on the Arthur Kill in New York Harbor and the eight located on the Delaware River.
