Evaluation of the Impact of Explicit Performance Systems on the Surveillance and Control of Acute Disease

The purpose of this project was to evaluate the implementation of an explicit performance system (EPS) for the surveillance and control of acute illness on reducing unnecessary (i.e., preventable) morbidity and mortality and to measure the disease control impact. The system specifies what is to be done and by whom, establishes performance standards, and includes a mechanism for regular assessment and feedback. The system was implemented on a pilot basis in two Pennsylvania health districts in 1978. Two approaches were used: (1) A quasi-experimental study employing retrospective multiple time series design to assess morbidity data and data from case records; (2) Three limited surveys of groups involved in the EPS pilot implementation and operation.
