Institutional Issues Affecting Water Supply Development: Illustrations from Southeastern Virginia

This report focuses on the area south of Hampton Roads, Virginia (cities of Norfolk, Suffolk, Chesapeake, Virginia Beach) as a case study of the water supply development process. Recent droughts have emphasized limitations on existing supplies and heightened awareness of the need to expand them. Several plans have been proposed but have met with strong opposition. In the absence of a regional solution, several localities have acted independently to expand their own supplies. This report provides background information on (1) institutional considerations affecting choice of a particular plan and (2) relative costs of the available supply management options.
